Summary

Current early intervention policies and services for vulnerable young people and their families are divided between governments and across service sectors, resulting in replicated services as well as significant service gaps. Discrete and targeted, with differing perceptions of young people’s issues and service needs, these programs often result in only limited positive health outcomes for service users. There has been no sustained analysis of early intervention policy and practice across service sectors. This research program comprises four interlinked studies that will provide an evidence base for service system reform and the development of cross-sectoral early intervention programs for vulnerable young people and their families.

Study 1 will critically analyse the governance and conceptual frameworks underpinning government-sponsored early intervention policies across service sectors.

Study 2 will identify the social, economic and structural/institutional factors that enhance the mental/health and wellbeing of vulnerable young people and their families.

Study 3 will assess, develop and promote the capacity of local government communities to deliver cross-sectoral early intervention services that enhance the health and wellbeing of the identified population.

Study 4 will, in collaboration with service providers, develop and evaluate a local community-based early intervention program for vulnerable young people and their families.
